Resolution for upgrading and improvement of facilities at Blk 92 Playground
11.4 Upgrading and improvement of facilities at Blk 92 Playground
To consider and if approved, to resolve by way of Special Resolution to empower the Management Council to upgrade and improve facilities at Blk 92 Playground at a budget not exceeding S$50,000.00 to be financed from sinking fund and to empower the incoming Management Council to negotiate the terms and conditions with the appropriate vendors.
Explanatory notes: Some residents feedback that Blk 92 Playground is under-utilized mainly because of the sandpit which is unhygienic and presence of insects and there is an existing playground at Blk 88.
Council proposes to update and improve the area with a combination of updated outdoor fitness equipment and playground, plus changing the sandpit to rubber flooring instead.
My view:
Initially, it was proposed to replace the whole playground with a fitness station. This would require a unanimous decision. Since I told them I would be one to vote against the proposal, it was turned into one that retained half the playground and used the other half for fitness station. This would be proposed as a Special Resolution which requires 75% support.
Why is the playground under-utilized? It would be better to make a survey to find out from the residents. Sandpit is commonly used in children's playground. The sand provides a free-form material to exercise the children's creativity. The children's playground at Bukit Batok Nature Park has just been upgraded recently. It has retained its sandpit.
Summary of the points raised in this forum:
Can it be that there are not so many children in our community that one playground is sufficient?
Mixing adult fitness station with children's playground endangers the children.
Can it be the location of the playground which makes it unpopular with the children?

If the sand has been there too long, then just replace the sand.

Its not a full playground and neither is it a full fitness station. It is neither here nor there.

I suggest we keep it as a children playground and maintain it properly. The number of children in our community may not be enough to require two playgrounds. From these Resolutions, I notice the inclination of the councilors to upgrade or replace facilites instead of emphazing on proper maintenance of them.
